Daw Aung San Suu Kyi, State Counsellor of the Republic of the Union of Myanmar participated in the 23rd ASEAN Plus Three (APT) Summit and 15th East Asia Summit (EAS) which were held via video conference today from the Ministry of Foreign Affairs, Nay Pyi Taw.
The 23rd ASEAN Plus Three Summit was chaired by Mr. Nguyen Xuan Phuc, Prime Minister of the Socialist Republic of Viet Nam in his capacity as the Chair of ASEAN in 2020 and attended by Leaders of ASEAN Member States, the People's Republic of China, Japan and the Republic of Korea. At the Meeting, the APT Leaders discussed and exchanged views on future direction of the APT cooperation as well as regional and international issues.
The APT Leaders underscored the importance of the APT cooperation towards the long-term goal of building an East Asia community with ASEAN as the driving force. The Leaders also emphasized the need to strengthen APT collaboration in advancing the post-pandemic regional recovery, and enhance the role of APT cooperation in effective control and containment of the COVID-19 pandemic. They also acknowledged the importance of the APT cooperation in maintaining and enhancing peace, security, stability and development in East Asia, and reaffirmed their commitment to strengthen dialogue and cooperation to address non-traditional security issues such as trafficking in persons, terrorism and violent extremism.
In her statement, State Counsellor Daw Aung San Suu Kyi expressed her appreciation on the growing strength of solidarity among the APT countries amid the raging pandemic, fraying economies and shifting geo-strategic dynamics. The State Counsellor also emphasized the importance of revitalizing the healthcare systems to be better prepared to address the ongoing and future public health emergencies, and highlighted the need to continue stronger policy coordination and practical cooperation for economic and financial resilience through implementing the Plan of Action on COVID-19, strengthening the Chiang Mai Initiative Multilateralization (CMIM) and restoring essential commodity supply chains and a gradual resumption of normal travel in the APT region. As the success of the APT's efforts to overcome and recover from the pandemic will largely depend on peace and stability of the region, she stressed the need to continue strengthening cooperation to address the non-traditional security issues articulated in the APT Cooperation Work Plan 2018-2022.
The 15th East Asia Summit (EAS) was also chaired by Mr. Nguyen Xuan Phuc, Prime Minister of the Socialist Republic of Viet Nam in his capacity as the Chair of ASEAN in 2020 and attended by Leaders of ASEAN Member States, Australia, the People's Republic of China, India, Japan, New Zealand, the Republic of Korea, the Russian Federation, the United States of America and their representatives. At the Meeting, the EAS Leaders discussed and exchanged views on future direction of EAS cooperation as well as regional and international issues.
In commemorating the 15th anniversary of the establishment of the EAS, the EAS Leaders reaffirmed their commitment to further strengthening the EAS as the premier Leaders-led forum for dialogue and cooperation on broad strategic, political, and economic issues of common concern. Recognizing the importance of fair and equitable access to effective drugs and vaccines in response to the COVID-19 pandemic, the Leaders also reiterated their commitment to facilitating equitable access to quality, affordable, safe and effective COVID-19 vaccines.
In her intervention, State Counsellor Daw Aung San Suu Kyi acknowledged the significant contribution of the EAS forum to the promotion of peace, stability and prosperity in ASEAN and the broader region through strategic dialogues and practical cooperation in areas of mutual interest and concern. The State Counsellor highlighted the importance of strengthening the positive momentum of free, frank and friendly dialogue among participating countries in order to build greater mutual trust and mutual understanding. She also stressed the need to intensify practical cooperation under the Manila Plan of Action of the East Asia Summit for early, inclusive and sustainable recovery from COVID-19 and long term resilience to future crises.
In response to the remarks made by some EAS Leaders on Rakhine State, the State Counsellor stated that we share those concerns with regard to Rakhine State. She stressed that Myanmar Government will spare no efforts to bring peace, stability and development for all communities in Rakhine especially under these very difficult circumstances like COVID-19. She added that despite all the challenges facing Myanmar, we want to make progress with regard to justice and human rights everywhere in our country. She concluded by saying that Myanmar looks forward to continue working closely with all EAS Participating Countries to maintain peace, stability and prosperity in the region and throughout the world.
On behalf of the State Counsellor, Union Minister for Investment and Foreign Economic Relations U Thaung Tun participated in the ASEAN Plus Three (APT) Leaders' Interface with Representatives of East Asia Business Council (EABC) held via video conference. Likewise, the State Counsellor was represented by Union Minister for International Cooperation U Kyaw Tin at the 8th ASEAN-U.S Summit, ASEAN- New Zealand Commemorative Summit and Second ASEAN-Australia Biennial Summit which were held via video conference. During the ASEAN Summits with its Dialogue Partners, the Leaders discussed and exchanged views on future cooperation as well as regional and international issues.
During the 8th ASEAN-U.S. Summit, the United States announced Billion Future Scholars' Framework aimed at bringing more ASEAN students to the United States. New Zealand also announced its commitment to contribute 1 million to COVID-19 ASEAN Response Fund, 12 million to support pandemic response, 24 million for sustainable livelihood in the region, 10 million for climate resilient smart agriculture and 5 million for water management to Mekong River Commission at the ASEAN- New Zealand Commemorative Summit. During the Second ASEAN-Australia Biennial Summit, Australia also expressed its commitment to provide 500 million dollars to support access to safe and effective VOVID-19 vaccines for the Southeast Asia and the Pacific Region.
Together with the State Counsellor, Union Minister for Investment and Foreign Economic Relations U Thaung Tun and Union Minister for International Cooperation U Kyaw Tin were present at the 23rd ASEAN Plus Three (APT) Summit and 15th East Asia Summit (EAS).

ခေါင်းဆောင်များက အဓိကမောင်းနှင်အားအဖြစ် အာဆီယံတည်ရှိသည့် အရှေ့အာရှ အသိုက်အဝန်းတစ်ရပ် ထူထောင်ရေးဆိုင်ရာ ရေရှည်ရည်မှန်းချက်ကို အကောင်အထည်ဖော် ဆောင်ရွက်ရာတွင် အာဆီယံအပေါင်းသုံးနိုင်ငံများ၏ ပူးပေါင်းဆောင်ရွက်မှုသည် အရေးပါသည့် အခန်းကဏ္ဍမှ ပါဝင်လျက်ရှိကြောင်း၊ ကူးစက်ရောဂါအလွန် ဒေသတွင်းပြန်လည် နာလန်ထူရေးကို ဆောင်ရွက်ရာတွင် အာဆီယံအပေါင်းသုံးနိုင်ငံများ၏ ပူးပေါင်းဆောင်ရွက်မှုကို ပိုမိုတိုးတက် ခိုင်မာစေရန် နှင့် COVID-19 ကူးစက်ရောဂါကို ထိရောက်စွာ ကာကွယ်ထိန်းချုပ်နိုင်ရေးအတွက် အာဆီယံ အပေါင်းသုံးနိုင်ငံများ၏ ပူးပေါင်းဆောင်ရွက်မှုအခန်းကဏ္ဍကို ပိုမိုမြှင့်တင်ရန် လိုအပ်ကြောင်း ဆွေးနွေးခဲ့ကြသည်။ ထို့ပြင် ခေါင်းဆောင်များက အရှေ့အာရှဒေသ၏ တည်ငြိမ် အေးချမ်းရေးနှင့် ဖွံ့ဖြိုးတိုးတက်ရေးတို့ကို တိုးမြှင့်ဖော်ဆောင်ရာ၌ အာဆီယံအပေါင်းသုံးနိုင်ငံများ၏ ပူးပေါင်းဆောင်ရွက်မှုသည် အရေးကြီးကြောင်း ထုတ်ဖော်ပြောဆိုပြီး၊ လူကုန်ကူးမှု၊ အကြမ်းဖက်မှုနှင့် အစွန်းရောက်မှု စသည့် သမာရိုးကျမဟုတ်သော လုံခြုံရေးကိစ္စရပ်များကို ရင်ဆိုင်ဖြေရှင်းရာတွင် ပူးပေါင်းဆောင်ရွက်မှု ပိုမိုတိုးတက်ခိုင်မာစေရန် ကတိကဝတ်ပြုခဲ့ကြသည်။
အာဆီယံအပေါင်းသုံး ထိပ်သီးအစည်းအဝေးတွင် နိုင်ငံတော်အတိုင်ပင်ခံပုဂ္ဂိုလ်က ကူးစက် ရောဂါပျံ့နှံ့မှု၊ စီးပွားရေးအားပြိုင်မှုနှင့် ပထဝီမဟာဗျူဟာ အခင်းအကျင်းပြောင်းလဲမှုတို့ကို ရင်ဆိုင် နေကြရသည့်အချိန်တွင် အာဆီယံအပေါင်းသုံးနိုင်ငံများအကြား စည်းလုံးညီညွှတ်မှု ပိုမိုတိုးတက် ခိုင်မာလျက်ရှိသည်ကို တွေ့မြင်ရသည့်အတွက် ဝမ်းမြောက်ကြောင်း၊ လက်ရှိကာလနှင့် အနာဂတ်တွင် ကြုံတွေ့မည့် ပြည်သူ့ကျန်းမာရေးအရေးပေါ်အခြေအနေကို ရင်ဆိုင်ဖြေရှင်းရာတွင် ပိုမိုအသင့် ရှိစေရန်အတွက် ကျန်းမာရေးစောင့်ရှောက်မှုစနစ်များကို ပြန်လည်ဆန်းသစ်ခိုင်မာစေရန် အရေးကြီးကြောင်း၊ COVID-19 ကူးစက်ရောဂါဆိုင်ရာလုပ်ငန်းစဉ်ကို အကောင်အထည်ဖော်ခြင်း၊ နိုင်ငံစုံပူးပေါင်းဆောင်ရွက်ခြင်းဆိုင်ရာ ချင်းမိုင်အစီအစဉ် (CMIM) ကို တိုးတက်ခိုင်မာစေခြင်း၊ မရှိမဖြစ်လိုအပ်သော ကုန်စည်များပို့ဆောင်ရေးလမ်းကြောင်းကို ပြန်လည်ဖွင့်လှစ်ခြင်းနှင့် ဒေသတွင်း ပုံမှန်ခရီးသွားလာမှုကို တစ်ဖြည်းဖြည်း ပြန်လည်စတင်ခြင်း စသည်တို့မှတစ်ဆင့် စီးပွားရေးနှင့် ဘဏ္ဍာရေးကြံ့ကြံ့ခံနိုင်စွမ်း ရှိစေရေးအတွက် လက်တွေ့ကျသည့် ပူးပေါင်းဆောင်ရွက်မှုနှင့် ခိုင်မာသည့် မူဝါဒဆိုင်ရာပေါင်းစပ်ညှိနှိုင်းမှုတို့ကို ဆက်လက်ဆောင်ရွက်သွားကြရန် အရေးကြီးကြောင်း၊ အာဆီယံအပေါင်းသုံးနိုင်ငံများအနေဖြင့် ကမ္ဘာ့ကူးစက်ရောဂါကို ရင်ဆိုင်ကျော်လွှားရေးနှင့် ကူးစက်ရောဂါအလွန် ပြန်လည်နာလာထူရေးတို့ကို ကြိုးပမ်းဆောင်ရွက်ရာတွင် ဒေသတွင်း တည်ငြိမ်အေးချမ်းမှုသည် များစွာအရေးကြီးသည်ဖြစ်၍ အာဆီယံအပေါင်းသုံးလုပ်ငန်းစဉ် (၂၀၁၈-၂၀၂၂)တွင် ပါရှိသည့် သမာရိုးကျမဟုတ်သော လုံခြုံရေးကိစ္စရပ်များကို ကိုင်တွယ်ဖြေရှင်းရာတွင် ပူးပေါင်းဆောင်ရွက်မှု ပိုမိုတိုးတက်ခိုင်မာစေရန် လိုအပ်ကြောင်း ထည့်သွင်းပြောကြားခဲ့သည်။

အရှေ့အာရှ ထိပ်သီးအစည်းအဝေးထူထောင်ခြင်း (၁၅)နှစ် ပြည့်မြောက်သည့် နှစ်ပတ်လည် အခါသမယတွင် ခေါင်းဆောင်များက အားလုံးနှင့်သက်ဆိုင်သည့် မဟာဗျူဟာ၊ နိုင်ငံရေးနှင့် စီးပွားရေးဆိုင်ရာ ကိစ္စရပ်များကို အတူတကွ ပူးပေါင်းဖြေရှင်းကြရာတွင် အရှေ့အာရှ ထိပ်သီး အစည်းအဝေးကို ခေါင်းဆောင်များ ဉီးဆောင်သည့် အဓိကနေရာတစ်ခုအဖြစ် ပိုမိုတိုးတက်ခိုင်မြဲစေရန် ထပ်လောင်းကတိကဝတ် ပြုခဲ့ကြသည်။ ထို့ပြင် ခေါင်းဆောင်များက COVID-19 ကူးစက်ရောဂါကို ရင်ဆိုင်တုံ့ပြန်ရာတွင် ထိရောက်မှုရှိသည့် ကုသဆေးနှင့် ကာကွယ်ဆေးများကို အားလုံးက သာတူညီမျှ ခံစားရရှိရေး၏ အရေးပါမှုကို အသိအမှတ်ပြုကြပြီး၊ ဘေးကင်းလုံခြုံမှုရှိ၍ အရည်အသွေးပြည့်ဝပြီး၊ ထိရောက်မှုရှိသည့် COVID-19 ကာကွယ်ဆေးများကို အားလုံးက လက်လှမ်းမီသည့် ဈေးနှုန်းဖြင့် သာတူညီမျှ ခံစားရရှိစေရေးကို ကြိုးပမ်းဆောင်ရွက်သွားကြမည့် ၎င်းတို့၏ကတိကဝတ်ကို ထပ်လောင်း အတည်ပြုခဲ့ကြသည်။
အရှေ့အာရှထိပ်သီးအစည်းအဝေးတွင် နိုင်ငံတော်၏အတိုင်ပင်ခံပုဂ္ဂိုလ်က နှစ်ဉီးနှစ်ဖက် အကျိုးစီးပွားနှင့် စိုးရိမ်ပူပန်မှုများရှိသည့် နယ်ပယ်များ၌ မဟာဗျူဟာဆွေးနွေးမှုနှင့် လက်တွေ့ ပူးပေါင်းဆောင်ရွက်မှုများကို အကောင်အထည်ဖော်ခြင်းအားဖြင့် အာဆီယံနှင့်ဒေသပြင်ပ၏ တည်ငြိမ်အေးချမ်းရေးနှင့် သာယာဝပြေားရေးကို တိုးမြှင့်ဆောင်ရွက်ရာတွင် အရှေ့အာရှထိပ်သီး အစည်းအဝေး၏ အရေးပါသည့်အခန်းကဏ္ဍကို အသိအမှတ်ပြုကြောင်း၊ အပြန်အလှန်ယုံကြည်မှုနှင့် အပြန်အလှန်နားလည်မှုတို့ကို တိုးမြှင့်တည်ဆောက်ရန်အတွက် အရှေ့အာရှထိပ်သီးအစည်းအဝေး အဖွဲ့ဝင်နိုင်ငံများအကြား ရင်းနှီးပွင့်လင်းစွာ လွတ်လွတ်လပ်လပ် တိုင်ပင်ဆွေးနွေးသည့် အပြုသဘော ဆောင်သော အနေအထားကို ပိုမိုတိုးတက်ခိုင်မာစေရန် အရေးကြီးကြောင်း၊ COVID-19 ကူးစက်ရောဂါမှ ဆောလျင်စွာ ပြန်လည်နာလန်ထူနိုင်ရေးနှင့် အနာဂတ်တွင် ကြုံတွေ့မည့် အကျပ်အတည်းများကို ရေရှည် ကြံ့ကြံ့ခံနိုင်စွမ်း ရှိစေရေးတို့အတွက် လက်တွေ့ကျသည့် ပူးပေါင်းဆောင်ရွက်မှုများကို အရှေ့အာရှထိပ်သီးအစည်းအဝေး၏ မနီလာလုပ်ငန်းစဉ်အောက်မှ တိုးမြှင့်ဖော်ဆောင်သွားကြရန် လိုအပ်ကြောင်း ထည့်သွင်းပြောကြားခဲ့သည်။
ရခိုင်ပြည်နယ်အရေးကိစ္စနှင့်ပတ်သက်၍ ခေါင်းဆောင်အချို့၏ ပြောကြားချက်ကို တုံ့ပြန်ရာတွင် နိုင်ငံတော်၏အတိုင်ပင်ခံပုဂ္ဂိုလ်က ၎င်းတို့နည်းတူ မိမိအနေဖြင့်လည်း ယင်းကိစ္စနှင့်စပ်လျဉ်း၍ စိုးရိမ်ပူပန်မှုရှိသည်ကို ပြောကြားလိုပါကြောင်း၊ COVID-19 ကပ်ရောဂါကဲ့သို့သော စိန်ခေါ်မှု အကျပ်အတည်းများကြားမှ ရခိုင်ပြည်နယ်ရှိ အသိုက်အဝန်းအားလုံး၏ တည်ငြိမ် အေးချမ်းရေးနှင့် ဖွံ့ဖြိုးတိုးတက်ရေးအတွက် အစိုးရအနေဖြင့် ကြိုးပမ်းဆောင်ရွက် လျက်ရှိကြောင်း၊ စိန်ခေါ်မှုများစွာ ရင်ဆိုင်နေရစေကာမူ တရားမျှတမှုနှင့် လူ့အခွင့်အရေးတို့နှင့် ပတ်သက်၍ နိုင်ငံတစ်ဝှမ်းလုံး၌ တိုးတက်မှုရှိစေရန် ကြိုးပမ်းဆောင်ရွက်လျက်ရှိကြောင်းနှင့် မြန်မာနိုင်ငံအနေဖြင့် ဒေသအတွင်းနှင့် တစ်ကမ္ဘာလုံး၏ တည်ငြိမ်အေးချမ်းရေးနှင့် သာယာဝပြောရေးအတွက် အရှေ့အာရှထိပ်သီး အစည်းအဝေး အဖွဲ့ဝင်နိုင်ငံအားလုံးနှင့် နီးကပ်စွာ အတူတကွ ဆက်လက် ပူးပေါင်းဆောင်ရွက် သွားမည်ဖြစ်ကြောင်း ပြောကြားခဲ့သည်။
နိုင်ငံတော်၏အတိုင်ပင်ခံပုဂ္ဂိုလ်၏ကိုယ်စား ရင်းနှီးမြှုပ်နှံမှုနှင့် နိုင်ငံခြားစီးပွားဆက်သွယ် ရေးဝန်ကြီးဌာန၊ ပြည်ထောင်စုဝန်ကြီး ဦးသောင်းထွန်းသည် အာဆီယံအပေါင်းသုံးနိုင်ငံ ခေါင်းဆောင်များနှင့် အရှေ့အာရှစီးပွားရေးကောင်စီ၏ကိုယ်စားလှယ်များ တွေ့ဆုံသည့် အခမ်းအနားသို့ ပါဝင်တက်ရောက် ဆွေးနွေးခဲ့သည်။ အလားတူ အပြည်ပြည်ဆိုင်ရာပူးပေါင်းဆောင်ရွက်ရေးဝန်ကြီးဌာန၊ ပြည်ထောင်စုဝန်ကြီးဦးကျော်တင်သည် (၈) ကြိမ်မြောက် အာဆီယံ-အမေရိကန် ထိပ်သီးအစည်းအဝေး၊ အာဆီယံ-နယူးဇီလန် အထိမ်းအမှတ်ထိပ်သီးအစည်းအဝေးနှင့် ဒုတိယအကြိမ်မြောက် အာဆီယံ-ဩစတြေးလျ ထိပ်သီးအစည်းအဝေးတို့သို့ နိုင်ငံတော်၏အတိုင်ပင်ခံပုဂ္ဂိုလ်၏ ကိုယ်စား ပါဝင် တက်ရောက် ဆွေးနွေးခဲ့သည်။ ဆွေးနွေးဖက်နိုင်ငံများနှင့် ကျင်းပပြုလုပ်သည့် ထိပ်သီးအစည်းအဝေး များတွင် ခေါင်းဆောင်များက အနာဂတ်တွင် ပူးပေါင်းဆောင်ရွက်မှု တိုးမြှင့်နိုင်မည့် အခြေအနေများနှင့် ဒေသတွင်းနှင့် နိုင်ငံတကာရေးရာကိစ္စရပ်များကို အမြင်ချင်းဖလှယ် ဆွေးနွေးခဲ့ကြသည်။
(၈)ကြိမ်မြောက် အာဆီယံ-အမေရိကန် ထိပ်သီးအစည်းအဝေးတွင် အမေရိကန်နိုင်ငံက အာဆီယံနိုင်မှ ကျောင်းသူကျောင်းသားများ အမေရိကန်နိုင်ငံတွင် ပညာသင်ကြားမည့်အခွင့်အလမ်း ပိုမိုရရှိစေမည့် Billion Future Scholars’ အစီအစဉ်ကို ထုတ်ပြန်ကြေညာခဲ့သည်။ အလားတူ အာဆီယံ-နယူးဇီလန် အထိမ်းအမှတ်ထိပ်သီးအစည်းအဝေး၌ နယူးဇီလန်နိုင်ငံက အာဆီယံ၏ COVID-19 တုံ့ပြန်ရေးရန်ပုံငွေသို့ ဒေါ်လာ ၁ သန်း၊ ကူးစက်ရောဂါတုံ့ပြန်ရေးကို ကူညီပံ့ပိုးရန် ဒေါ်လာ ၁၂ သန်း၊ ဒေသတွင်းအသက်မွေးဝမ်းကျောင်းလုပ်ငန်းများ ရေရှည်ဖွံ့ဖြိုးတိုးတက် ရေးကို ကူညီပံ့ပိုးပေးရန် ဒေါ်လာ ၂၄ သန်း၊ ရာသီဥတုဒဏ်ကို ကြံ့ကြံ့ခံနိုင်သည့် စိုက်ပျိုးရေး လုပ်ငန်းများအတွက် ဒေါ်လာ ၁၀ သန်းနှင့် ရေအရင်းမြစ်စီမံခန့်ခွဲမှုအတွက် မဲခေါင်ကော်မရှင် သို့ ဒေါ်လာ ၅ သန်း ကူညီထောက်ပံ့မည် ဖြစ်ကြောင်း ထုတ်ဖော်ပြောဆိုခဲ့သည်။ ထို့ပြင် အာဆီယံ-ဩစတြေးလျ ထိပ်သီးအစည်းအဝေးတွင် ဩစတြေးလျနိုင်ငံက အရှေ့တောင်အာရှနှင့် ပစိဖိတ်ဒေသတွင် ဘေးကင်းလုံခြုံမှုရှိပြီး ထိရောက်သည့် COVID-19 ကာကွယ်ဆေးများကို အားလုံးက ရရှိခံစားနိုင်ရန်အတွက် ဒေါ်လာ သန်း ၅၀၀ ကူညီ ထောက်ပံ့မည်ဖြစ်ကြောင်း ထုတ်ဖော်ပြောဆိုခဲ့သည်။
နိုင်ငံတော်၏အတိုင်ပင်ခံပုဂ္ဂိုလ်နှင့်အတူ (၂၃)ကြိမ်မြောက်အာဆီယံအပေါင်းသုံး ထိပ်သီး အစည်းအဝေးနှင့် (၁၅) ကြိမ်မြောက် အရှေ့အာရှထိပ်သီးအစည်းအဝေးတို့သို့ ရင်းနှီးမြှုပ်နှံမှုနှင့် နိုင်ငံခြားစီးပွားဆက်သွယ်ရေးဝန်ကြီးဌာန၊ ပြည်ထောင်စုဝန်ကြီး ဦးသောင်းထွန်းနှင့် အပြည် ပြည်ဆိုင်ရာပူးပေါင်းဆောင်ရွက်ရေးဝန်ကြီးဌာန ပြည်ထောင်စုဝန်ကြီး ဦးကျော်တင်တို့လည်း ပါဝင် တက်ရောက်ခဲ့ကြသည်။
