Union Minister U Wunna Maung Lwin participates in the Second Mekong-U.S. Partnership Ministerial Meeting via Video Conferencing

U Wunna Maung Lwin, Union Minister for Foreign Affairs attended the Second Mekong-U.S. Partnership Ministerial Meeting, which was held via video conferenceing in the morning of 3rd August 2021, from the Ministry of Foreign Affairs, Nay Pyi Taw.
The meeting was co-chaired by the Mr. Prak Sokhonn, Deputy Prime Minister and Minister of Foreign Affairs and International Cooperation of Cambodia and Mr. Antony J. Blinken, Secretary of State of the United States with the attendance of Foreign Ministers from the Mekong member countries; Laos, Thailand and Viet Nam. ASEAN Secretary General also participated in the meeting.
At the meeting, the Foreign Ministers and the Secretary of State reviewed the progress of one-year collaboration between Mekong countries and the United States under the Partnership. Moreover, they exchanged views on the matters of how Mekong-US Partnership can contribute to the sustainable development and prosperity of the Mekong sub-region in future.
In the statement, Union Minister U Wunna Maung Lwin expressed his appreciation to the United States for its COVID-19 assistance to the Mekong countries, and made request to provide more assistance including the COVID-19 vaccine to Myanmar to save the lives of the peoples.
The Union Minister stated the “Mekong-U.S. Partnership” should better assist the peoples of Mekong region towards sustainable inclusive development based on its principles of consensus, equality and non-intervention. He also welcomed the adoption of “MUSP Plan of Action (2021-2023)” which includes cooperation programmes in the areas of education, youth, empowerment, energy and environmental conservation.
Moreover, the Union Minister underscored the importance of information sharing in the implementation of new Plan of Action for better efficiency and effectiveness, and suggested to give dedicated attention to the cooperation on MSMEs, service sector, and trade and investment for post COVID-19 economic recovery.
He also acknowledged the United States’ proposals to have “MUSP Policy Small Group” for establishing direct communication between government officials of Mekong countries and the United States, and “MUSP Gender Equality Policy Dialogue” for gender equality and women empowerment.
The meeting adopted “Mekong-US Partnership Plan of Action (2021-2023)” which designed to generate tangible benefits to member countries.
Senior Officials from the Ministry of Foreign Affairs were also present at the meeting.
“Mekong-U.S. Partnership” was established in 2020 based upon the legacy of former “Lower Mekong Initiative (LMI)” between Mekong Countries and the United States in response to current and future needs, and to address the challenges of Mekong Region for sustainable inclusive development.

နိုင်ငံခြားရေးဝန်ကြီးဌာန၊ ပြည်ထောင်စုဝန်ကြီး ဦးဝဏ္ဏမောင်လွင်သည် ၂၀၂၁ခုနှစ်၊ ဩဂုတ်လ (၃) ရက်နေ့ နံနက်ပိုင်းတွင် ဗွီဒီယိုကွန်ဖရင့်စနစ်ဖြင့် ကျင်းပပြုလုပ်သည့် ဒုတိယအကြိမ်မြောက် မဲခေါင်-အမေရိကန် မိတ်ဖက်ပြု ပူးပေါင်းဆောင်ရွက်မှုအစီအစဉ် ဝန်ကြီးများအစည်းအဝေး (Second Mekong-U.S. Partnership Ministerial Meeting) သို့ နိုင်ငံခြားရေးဝန်ကြီးဌာန၊ နေပြည်တော်မှ ပါဝင်တက်ရောက်ခဲ့သည်။
အစည်းအဝေးကို ကမ္ဘောဒီးယားနိုင်ငံ၊ ဒုတိယဝန်ကြီးချုပ်နှင့် နိုင်ငံခြားရေးဝန်ကြီး Mr. Prak Sokhonn နှင့် အမေရိကန်နိုင်ငံ၊ နိုင်ငံခြားရေးဝန်ကြီး Mr. Antony J. Blinken တို့က ပူးတွဲ သဘာပတိများအဖြစ် ဆောင်ရွက်ခဲ့ပြီး၊ Mekong-U.S. Partnership ပူးပေါင်းဆောင်ရွက်မှု အဖွဲ့ဝင်နိုင်ငံများဖြစ်သည့် လာအို၊ ထိုင်းနှင့် ဗီယက်နမ်နိုင်ငံတို့မှ နိုင်ငံခြားရေးဝန်ကြီးများနှင့် အာဆီယံအတွင်းရေးမှူးချုပ်တို့ တက်ရောက်ခဲ့သည်။
အစည်းအဝေးတွင် နိုင်ငံခြားရေးဝန်ကြီးများက အမေရိကန်နိုင်ငံနှင့် မဲခေါင်နိုင်ငံများအကြား ထူထောင်ခဲ့သည့် မဲခေါင်-အမေရိကန် မိတ်ဖက်ပြု ပူးပေါင်းဆောင်ရွက်မှုအစီအစဉ်၏ (၁) နှစ်တာ ကာလအတွင်း တိုးတက်အောင်မြင်မှုများအပေါ် သုံးသပ်ဆွေးနွေးခဲ့ကြပြီး ပူးပေါင်းဆောင်ရွက်မှု အစီအစဉ်မှ အနာဂတ်ကာလ မဲခေါင်ဒေသခွဲ၏ စဉ်ဆက်မပြတ် ဖွံ့ဖြိုးတိုးတက်မှုနှင့် သာယာဝပြောမှုတို့အပေါ် အကျိုးပြုနိုင်မည့် ကိစ္စရပ်များအပေါ် အမြင်ချင်းဖလှယ် ဆွေးနွေးခဲ့ကြသည်။
ပြည်ထောင်စုဝန်ကြီး ဦးဝဏ္ဏမောင်လွင်က မိန့်ခွန်းပြောကြားရာတွင် အမေရိကန်နိုင်ငံမှ မဲခေါင်နိုင်ငံများသို့ COVID-19 ဆိုင်ရာ ကူညီထောက်ပံ့မှုများ ကျေးဇူးတင် အသိအမှတ်ပြုကြောင်းနှင့် မြန်မာနိုင်ငံ၌ ပြည်သူများ၏ အသက်အန္တရာယ် ကာကွယ်နိုင်ရန် COVID-19 ကာကွယ်ဆေးအပါအဝင် အခြားထောက်ပံ့မှုများ ပိုမိုပေးအပ်သွားရန် တိုက်တွန်း ပြောကြားခဲ့သည်။
ပြည်ထောင်စုဝန်ကြီးက မဲခေါင်-အမေရိကန် မိတ်ဖက်ပြုပူးပေါင်းဆောင်ရွက်မှုအစီအစဉ်၏ အခြေခံမူများဖြစ်သော အားလုံးသဘောတူညီမှု၊ တန်းတူညီတူရှိမှုနှင့် ပြည်တွင်းရေး ဝင်ရောက် စွက်ဖက်ခြင်းမရှိမှု စသည့်မူများအပေါ် အခြေခံ၍ အလုံးစုံပါဝင်သော စဉ်ဆက်မပြတ်ဖွံ့ဖြိုး တိုးတက်ရေးကို ရှေးရှုကာ မဲခေါင်ဒေသပြည်သူများကို အကူအညီများ ပိုမိုပေးအပ်သွားရန် ထည့်သွင်းပြောကြားခဲ့သည်။ ထို့အပြင် ပညာရေး၊ လူငယ်၊ စွမ်းအားမြှင့်တင်မှု၊ စွမ်းအင်နှင့် သဘာဝပတ်ဝန်းကျင်ထိန်းသိမ်းရေး နယ်ပယ်များတွင် ပူးပေါင်းဆောင်ရွက်သွားမည့် အစီအစဉ်များပါဝင်သည့် မဲခေါင်-အမေရိကန် မိတ်ဖက်ပြုပူးပေါင်းဆောင်ရွက်မှု၏ “လုပ်ငန်းအစီအစဉ် (၂၀၂၁-၂၀၂၃)” ထုတ်ပြန်ခြင်းကို ကြိုဆိုကြောင်း ပြောကြားခဲ့သည်။ ထို့အပြင် ပြည်ထောင်စုဝန်ကြီးက မဲခေါင်-အမေရိကန် မိတ်ဖက်ပြုပူးပေါင်းဆောင်ရွက်မှု အစီအစဉ်၏ လုပ်ငန်းအစီအစဉ်သစ်ကို ထိရောက်စွာ အကောင်အထည်ဖော်ရာတွင် သတင်းအချက်အလက် မျှဝေမှု၏ အရေးပါမှုနှင့် COVID-19 ကာလအလွန် စီးပွားရေးပြန်လည်ထူထောင်နိုင်ရေးတွက် အသေးစား၊ အငယ်စား၊ အလတ်စား စီးပွားရေးလုပ်ငန်းများ (MSMEs)၊ ဝန်ဆောင်မှု လုပ်ငန်းများ နှင့် ကုန်သွယ်ရေးနှင့် ရင်းနှီးမြှုပ်နှံမှုလုပ်ငန်းဆိုင်ရာ ပူးပေါင်းဆောင်ရွက်မှုများကို ဦးစားပေး လုပ်ဆောင်သွားရန်လည်း အကြံပြုပြောကြားခဲ့သည်။
ပြည်ထောင်စုဝန်ကြီးသည် အမေရိကန်နိုင်ငံနှင့် မဲခေါင်နိုင်ငံများ၏ အစိုးရအရာရှိများအကြား တိုက်ရိုက်ဆက်သွယ်မှု တိုးမြှင့်နိုင်စေရန်ရည်ရွယ်သည့် မူဝါဒဆွေးနွေးပွဲများပြုလုပ်ရန်နှင့် ကျားမ တန်းတူရည်တူရှိမှုနှင့် အမျိုးသမီးများ စွမ်းဆောင်ရည်မြှင့်တင်နိုင်မှုတို့အတွက် မူဝါဒဆွေးနွေးပွဲများ ကျင်းပသွားလိုသည့် အမေရိကန်နိုင်ငံ၏ အဆိုပြုချက်များကို ထောက်ခံကြောင်းလည်း ပြောကြားခဲ့သည်။
အစည်းအဝေးမှ အဖွဲ့ဝင်နိုင်ငံများအတွက် သိသာထင်ရှားသည့် အကျိုးရလဒ် ဖော်ဆောင်နိုင်ရန် ရေးဆွဲထားသည့် မဲခေါင်-အမေရိကန် မိတ်ဖက်ပြု ပူးပေါင်းဆောင်ရွက်မှု အစီအစဉ်၏ လုပ်ငန်းအစီအစဉ် (၂၀၂၁-၂၀၂၃) ကို အတည်ပြု ထုတ်ပြန်ခဲ့သည်။
အစည်းအဝေးသို့ နိုင်ငံခြားရေးဝန်ကြီးဌာနမှ အဆင့်မြင့်အရာရှိကြီးများလည်း ပါဝင်တက်ရောက်ခဲ့သည်။
ပြည်ထောင်စုဝန်ကြီး ဦးဝဏ္ဏမောင်လွင် ဒုတိယအကြိမ်မြောက် မဲခေါင်-အမေရိကန် မိတ်ဖက်ပြု ပူးပေါင်းဆောင်ရွက်မှုအစီအစဉ် ဝန်ကြီးများအစည်းအဝေးသို့ Video Conferencing စနစ်ဖြင့် ပါဝင်တက်ရောက်မှု အစီအစဉ်” ၏ အောင်မြင်မှုများအပေါ် အခြေပြုလျက် ဒေသတွင်း အားလုံးပါဝင်သော စဉ်ဆက်မပြတ် ဖွံ့ဖြိုးတိုးတက်မှု ရရှိစေရန်အတွက် လက်ရှိနှင့် အနာဂတ် လိုအပ်ချက်များ ဖြည့်ဆည်းရန်နှင့် စိန်ခေါ်မှုများကို ဖြေရှင်းနိုင်ရန် ၂၀၂၀ ပြည့်နှစ်တွင် အဆင့်မြှင့်တင်ဖွဲ့စည်းခဲ့ခြင်း ဖြစ်ပါသည်။
